Cesar Lara, founder of CAL Pavement Management, began his career in the field, working for a road construction and emulsion manufacturing company. That hands-on experience gave him a deep understanding of how pavements are built, preserved, and how funding decisions play out on the ground.

After transitioning into the consulting world, Cesar saw a clear need: agencies needed more than data, they needed a trusted advisor who understood both sides of the industry. That’s what sets CAL Pavement Management apart. Cesar brings a rare perspective that bridges the gap between engineering recommendations and practical implementation, helping cities make the most of their budgets while delivering long-lasting results.
